The Tripura Human Rights Commission has directed the Director General of Police (DGP), Tripura, to inquire into allegations of illegal detention, harassment and coercive conduct involving personnel of Bishalgarh Police Station in Sepahijala district.

The Commission took up the matter following a complaint submitted by Sadhan Paul, a resident of the R.K. Pur Police Station area of Gomati district, against the Officer-in-Charge and other personnel of Bishalgarh Police Station.

As per the complaint, Paul's son, Susanta Paul, was allegedly taken into custody by Bishalgarh police at around noon on August 4. It was alleged that neither Susanta nor his family was informed about the grounds for his arrest. The complainant further claimed that Susanta remained in police custody for over 24 hours and was subsequently produced before the SDM, Bishalgarh, on August 6.

The Commission noted that, if substantiated, the allegations regarding the detention could constitute a violation of the fundamental rights protected under Articles 21 and 22(2) of the Constitution.

The complaint also accused police personnel of subjecting Sadhan Paul to humiliation and mental harassment when he visited the police station in connection with his son's detention. According to the complainant, the manager of Satin Creditcare Network Limited and some associates were also brought to the police station, where he was allegedly pressured to sign a declaration agreeing to repay Rs 4 lakh on behalf of certain individuals who had reportedly taken loans from the financial institution.

Paul claimed that he was neither a borrower nor legally responsible for the alleged loans, and alleged that police intervention was being used to settle what was essentially a financial dispute.

The Commission observed that monetary recovery is ordinarily a matter for civil legal remedies and that police authorities cannot compel an individual to assume another person's alleged financial liability.

The complainant has also requested preservation and examination of CCTV footage from Bishalgarh Police Station, besides the general diary, arrest memo, forwarding report and case diary connected with the incident.

After examining the complaint, the Commission decided to seek a detailed report from the DGP before proceeding further. The DGP has been asked to conduct an inquiry into the allegations and submit his findings to the Commission. He has also been requested to examine the available CCTV footage and, if possible, provide relevant recordings of the alleged incident.

The case has been scheduled for hearing on September 29, 2026, when the Commission will consider the DGP's report.
