In a major stride towards enhancing the Ease of Doing Business and promoting seamless digital governance, the Airports Authority of India (AAI) and the Government of Tripura have signed a landmark Memorandum of Understanding (MoU) to integrate building plan clearance systems through digital platforms.

The agreement establishes a digital linkage between Tripura’s single Window System for Online Building Plan Approval System (SWS-OBPAS) and AAI’s No Objection Certificate Application System (NOCAS). This integration will enable faster and more efficient processing of building height clearance requests using colour Coded Zoning Maps (CCZM) a move expected to significantly ease bureaucratic procedures for developers and citizens alike.

Under the new system, applications for buildings with proposed heights lower than those indicated in the CCZM grids will be auto-settled eliminating the need for a separate submission to AAI. However, structures proposed within designated Red Zones, which may impact air navigation safety, will still require mandatory clearance from AAI to ensure compliance with aviation regulations.

The MoU was formally signed by Purbita Thakur Sinha, Executive Director (Air Traffic Management), AAI; M. Zhimo, General Manager (ATM), North Eastern Region, AAI; and Megha Jain, Director, Urban Development Department, Government of Tripura. The signing took place in the esteemed presence of  M. Suresh, Member (Air Navigation Services), AAI.

Officials stated that this partnership reflects a shared vision of streamlined urban development, regulatory reform, and coordinated planning, as Tripura advances toward a more digitally enabled and investor-friendly ecosystem.

“This collaboration is a testament to our commitment to transparent and tech-driven governance,” said a senior official from the Urban Development Department, calling it a key milestone in Tripura’s journey of infrastructural modernization.
