The Tripura Human Rights Commission (THRC) has issued notices to the state’s Urban Development Department, the Chief Executive Officer of Agartala Smart City Limited, and the Commissioner of the Agartala Municipal Corporation, seeking detailed responses within seven days regarding ongoing drainage construction that has disrupted daily life in Agartala.
The Commission's move comes in response to a complaint filed by the Forum for Protection of Environment and Water Bodies, which flagged serious inconveniences caused by slow-paced and poorly managed construction activities across the city, particularly during the monsoon season.
In its order dated August 1, the Commission noted that the complaint—submitted by the organisation's Secretary—raised multiple concerns about the execution of road and drain works by Agartala Smart City Limited.
“It has been alleged that the ongoing drainage construction in various parts of Agartala has severely hampered mobility. The complainant stated that large heaps of soil have been left unattended on roads for prolonged periods, turning many areas muddy and dangerously slippery due to persistent rains. In some places, road access has been blocked for weeks,” the THRC observed.
The Commission further stated that numerous residents are struggling to access their homes as incomplete construction work drags on for months. It also noted complaints regarding temporary wooden planks being dumped inside the drains instead of being used to cover them, causing blockages and creating sanitation and safety hazards.
The complainant has urged the Commission to intervene and direct authorities to speed up the work, ensure proper safety and sanitation practices, and restore motorable roads to the public at the earliest.
“Considering the gravity of the situation, which affects a large number of residents and commuters in AMC areas, the Commission has taken cognizance of the matter,” the THRC stated.
The Urban Development Secretary, the CEO of Agartala Smart City Limited, and the AMC Commissioner have been asked to submit their responses within seven days from the date of receiving the notice. The next hearing is scheduled for August 12.
