The Tripura Human Rights Commission (THRC) has directed the Director of Secondary Education and the Managing Committee of Mahatma Gandhi Memorial H.S. School in Agartala to inquire into allegations of financial and administrative irregularities in the implementation of the MDM/PM POSHAN scheme at the institution.

The direction followed a complaint filed by school teacher and MDM In-charge, Sri Uttam Majumder, against Assistant Headmaster Sri Titu Saha. In his complaint, Majumder alleged irregularities in the management of the school’s mid-day meal programme and expressed apprehension that he could face victimisation for raising the issues.

Majumder stated that he took charge as MDM In-charge on December 15, 2025, and subsequently noticed concerns regarding the quality, hygiene and acceptability of meals being served to students. He claimed that despite taking charge, he was not provided with several key records and documents related to the scheme.

According to the complaint, the missing records allegedly included the Food Register, Rice Register, Stock Register, Cash Book, kitchen key, student enrolment records and expenditure statements. On May 3, 2026, he reportedly submitted a written note stating that he should not be held responsible for any irregularity in the absence of these records.

The complainant alleged that the very next day, he was removed from the responsibility of MDM In-charge. He has described the action as retaliatory and linked it to the concerns he had raised.

Serious allegations were also raised regarding the handling of PM POSHAN funds. Majumder sought verification of the bank accounts allegedly used for scheme transactions, PFMS records, expenditure details, bills, vouchers, supplier information and utilisation of funds. He also alleged that certain school fees, including examination-related charges, were being collected from students at rates higher than those prescribed.

The complaint further alleged that after he raised these issues, certain allegations were levelled against him through students on August 12. Majumder claimed that the allegations were false and motivated and were intended to tarnish his reputation and discourage him from questioning the alleged irregularities. He also alleged that the episode took place while he was performing official Census Duty.

The complainant has sought an independent inquiry into the alleged irregularities, preservation and examination of all relevant MDM/PM POSHAN and financial records, verification of PFMS and bank transactions, and scrutiny of the circumstances surrounding his removal as MDM In-charge.

He has also requested protection from any further victimisation or retaliatory action.

After examining the complaint, the THRC observed that serious allegations of financial corruption had been raised against the Assistant Headmaster, with potential implications for the interests of students.

The Commission decided to seek reports before taking cognizance of the matter. Copies of the complaint have been directed to be sent to the Director of Secondary Education, Government of Tripura, and the Managing Committee of Mahatma Gandhi Memorial H.S. School, with instructions to conduct an inquiry and submit their reports.

The matter has been listed for hearing on September 16, 2026. The order was passed on August 25 by Commission Chairperson Justice Arindam Lodh and Member U. Choudhuri.
