The Manipur Pradesh Congress Committee (MPCC) has urged a judicial enquiry into alleged misappropriation of relief funds meant for internally displaced persons (IDPs) in Moirang Assembly Constituency (AC).

Speaking at a press conference at Congress Bhavan, senior spokesperson Hareshwar Goshwami cited RTI responses revealing that the number of relief camps in Moirang AC has dropped from 20 to 14, while the number of inmates increased from 3,905 to 4,542. 

Funds spent for IDPs between May 2023 and August 25, 2025, totaled approximately Rs 23.21 crore, whereas central and state assistance amounted to just Rs 2.05 crore.

Goshwami alleged that district authorities distributed most relief materials through Moirang MLA Thongam Shanti Singh and questioned whether the MLA had used personal funds or mismanaged government resources. He cited discrepancies in expenditure, including Rs 7.14 crore on toothbrushes, toothpaste, spices, and vegetables, Rs 2.1 crore on bananas, eggs, and noodles, and additional costs on pillows, TVs, and DTH sets, which appeared disproportionate to actual prices.

He stressed the need for transparency and accountability and demanded a proper judicial investigation to examine the MLA’s involvement and ensure that relief funds are not misused.
